ABSTRACT
The dramatic and very brief Central Committee 30 September Plenum resulted in a major reshuffle of party and state leadership. However, perhaps more important than the numerous personnel changes and demotion or ouster of conservative leaders was the realization that Gorbachev had not only changed his tactics in the struggle against the conservatives but also had gained sufficient power and support to reshuffle the party leadership.
