ABSTRACT

This chapter examines those who participated in public discussions on the West Siberian side. It describes the pro-West Siberian elements had formed themselves into a policy grouping or coalition in the course of public discussions. The chapter presents various interests both in Siberia and in Moscow. Educated in the Siberian city of Irkutsk, N. N. Nekrasov headed Gosplan's Council for Study of Productive Forces. In West Siberia, regional Party officials lobbied vigorously for the development of oil and gas resources in their region. In Moscow, economists and specialists continued to show support for oil and gas development in West Siberia. In Moscow, meanwhile, Filanovskii, the head of Gosplan's Oil and Gas Industry Department, wrote articles which advocated the further development of West Siberian hydrocarbon resources. Tyumen' Party leader Shcherbina was appointed head of a central industrial ministry, apparently in an effort to facilitate coordination between Party and government in the area of energy policy.
