ABSTRACT

The numbers of students at technical schools increased along the same lines as at institutions of higher education and the students' national origins followed the same pattern. The percentage of non-Russians increased from 36.3 percent in 1959-1960 to 43.4 percent in the 1980-1981 academic year. Although the growth in the number of Russian university students has been below average since 1960, the number of Russian specialists in the national economy with a college degree has continued to increase faster than the average. Among the Islamic nations the rate of participation among people of working age was higher among the Islamic nations than in the total national population. In the Baltic republics, "nationalization" of leadership groups was as radical as in Central Asia. The Soviets apparently saw increasing the involvement of local nationals as a considerable risk.
