ABSTRACT

Soviet diplomacy, negotiating tactics, negotiating styles and motivations have long been subject to debate, discussion and study. It is of particular importance now, at a time of major changes in Soviet leadership, the changes in Soviet domestic and foreign policies and the corresponding changes in Soviet approaches to diplomacy and negotiations, to reexamine Soviet diplomatic practices and styles. Soviet approaches to diplomacy have major implications for the foreign policies of all other states, but of particular importance for United States foreign policies.
