ABSTRACT
A major part of relations between states relate to economic and Cade issues. Most contacts between states relate to matters of commerce. Economic and financial issues are secondary only to matters pertaining to national security and sovereignty. This chapter focuses on negotiations between states involving finance, trade, business. The aim is to concentrate on the processes of negotiations and less on the policy issues.
