ABSTRACT

On many occasions, the Third World science policymakers make deliberate rules to obstruct international scientific cooperation and exchanges. This stems from their grave misunderstanding of the growth and nature of science. Closely related to the notion of science as a social system is the notion of science as a distinct intellectual tradition in modern society and a unique cultural force for modernization. No country can achieve economic growth today without science and technology. In order for development to occur, Third World countries need to improve their scientific and technological capabilities. Science and technology have brought a remarkable “capacity revolution” in the West. New knowledge and technologies have been continuously expanding the domains of human capabilities. The Third World’s strategic elites should cultivate the pride of their people. They should also take pride in science and make it a vital component of their culture and development.
