ABSTRACT

Slovene and Croatian separatism, Albanian demands in Kosovo, and the rise of Serbian nationalism against these targets, may be the impetus for such a disaster. Although it would be a mistake to attribute the "Slobo" phenomenon to ethno-nationalism alone-there is a strong anti-bureaucratic element embedded in his charisma as well-the core ingredient is undoubtedly Serbs versus Albanians, Slovenes, Croats and others. It was hoped that the steps, which were both socioeconomic and procedural, would defuse the Serbian and Albanian nationalisms that were on a collision course, and to mitigate the appeal of separatists. Indeed, there is wide agreement in the intelligentsia that greater democracy and an enhanced role for free market principles should be sought-although that consensus breaks down when specific matters of political procedure and resource allocation are discussed.
