ABSTRACT

Theater ballistic missiles (TBMs) are usually defined as having a range of 100 to 3000 km. When most observers comment on TBMs being used in combat, they think of Soviet Scuds. As long as TBMs have conventional explosives, they can be used to terrorize an opponent's population, but they are not, alone, weapons of mass destruction. The greatest threat will come when a broader range of countries masters the technology necessary to put chemical, biological, and nuclear warheads on TBMs. On September 21, 1993, National Security Adviser, Anthony Lake, said there would be four principal goals for US foreign policy. The Clinton Administration has broadly called these goals "Enlargement," and portrays problem of foreign policy choice as essentially providing incentives for cooperative behavior. North Korea is probably the country causing most immediate worries among national security specialists. On December 13, 1991, North Korea signed a Non-Aggression Pact with the South and agreed on steps for eventual unification of two countries.
