ABSTRACT

In advanced countries, information technology has become one of the most important factors in continued development. Between 40 and 50 percent of the jobs in many advanced countries are tied, either directly or indirectly, to information and communication. Satellites and computers can assist in establishing efficient and inexpensive point-to-point communication which permits two-way messages and a better understanding about the needs of the rural poor. When considering information technology alternatives, a decision maker from the Third World finds a baffling array of possibilities. There are 33 communication satellite systems either functioning or under construction for national, regional, and international use. The communication satellite has made it possible to establish integrated information networks at national and international levels, for the communication of data via satellite is independent of distance in terms of transmission time and cost. The two most important international issues related to information technologies are information commerce and regulations.
