ABSTRACT
The international negotiations in progress are the latest stage in the strategy, but there is increasing evidence that a considerable shift towards accommodating South Africa's demands is taking place in Western and United Nations attitudes. The key elements in the proposal, in accordance with resolution 385 were the provisions for free elections under the supervision and control of the United Nations for the whole of Namibia as one political entity. Control of Namibia's future is the object of a contest between South Africa and the Democratic Turnhalle Alliance on one side and the UN majority and South West Africa People's Organization on the other, with the several Western countries attempting to mediate. The constitutional guarantees "would allay fears and anxieties" among the white minority in Namibia where ninety percent of the population of one million is black. Despite the South african attacks on Angola, the Frontline States were backing a negotiated settlement as the preferred option for Namibia.
