A worker, Kuo Tzuch'iang, was charged by his factory with "intentional sabotage of production" and was brought to trial. In addition to establishing the rules of conduct for individuals, law in the United States also has the important function of providing a set of external standards by which the performances of public officials can be measured and a mechanism by which comparisons between official actions and legal norms can be made. The city committee is the highest governmental organ in the city, consisting of persons such as the mayor and the heads of various departments. The supervision committee is a subordinate agency of the city committee that, among other things, handles complaints from the public and investigates possible wrongdoing by officials. "The frequent violations of manual labor regulations by Kuo should have been handled in the factory through criticism and education or even through the imposition of administrative punishments.
