ABSTRACT

The oil sector is one of the main contributors to Indonesia's current economic development. As stated in the second Five-Year Plan, 1974-79, "petroleum and natural gas play an important role in development. They are the main sources of foreign exchange and their role as state income sources in the last years of the first Five-Year Plan has increased." Until the late 1960s, all of the development portion of Indonesia's budget came from foreign aid. Since 1967, most of the foreign aid has come from the Intergovernmental Group on Indonesia, a consortium of donor countries and international agencies. The significant roles of Pertamina and Dr. Ibnu Sutowo in the development of Indonesia's oil industry have already been discussed. It would be useful to touch upon the other important development projects that Pertamina undertook, as the company has been a decisive force in a struggling economy.
