ABSTRACT

This chapter outlines the major policy achievements and failures across the 22 issue-areas defined on the list. It aims to differentiate between positive and negative policy coordination and argues that positive coordination requires a more intensive collective management effort than negative coordination. In order to determine how relevant the Nordic collective management effort is to the needs and demands of the Nordic countries, the chapter discusses the salience of joint public policy. It is quite possible that the broad scope and fairly intensive policy-making process of the Nordic effort still is only concerned with nonessential issues of little relevance to the needs of the region. The chapter also argues that the function of protecting the physical security of the people in society is the most important concern of the public authorities. It looks at how well the joint Nordic effort has handled the different societal functions.
