ABSTRACT

This chapter argues that the nature of the threat is examined in terms both of the type of insurgency represented by the Palestinian resistance and of the techniques the insurgency employs to achieve its aims. There follows a discussion of the security sanctions, economic programs, and administrative policies adopted by Israel to control the population of the occupied areas. The chapter discusses the military dimension of the Israeli counterinsurgency effort, contains a detailed investigation of the measures taken in response to internal terrorism, guerrilla raids along the borders, and transnational terrorism. It focuses on the outcome of the Israeli actions in the two most important occupied areas, the West Bank and Gaza Strip, and the legal and moral implications of Israeli security sanctions. The chapter summarizes the analysis of the Israeli government response. Another debit on the fedayeen environmental balance sheet was the existence of an effective transportation and communications system in the area.
