ABSTRACT

The Palestinians recognized that popular support is a crucial ingredient of successful protracted revolutionary warfare; indeed, they even went so far as to call this a "revolutionary law." The June War, it was clear that the fedayeen were going to use esoteric appeals in order to gain support from the intellectuals and buttress the exoteric appeals directed at the masses. In addition to casualties inflicted by indiscriminate terrorism, there were a few cases where Arab areas were deliberately targeted. The fact that on a number of occasions Dayan and other ministers became personally involved indicated that the prevention of counterterror had received attention at the highest levels of government. The element of demonstration of potency, an organizational presence, had an important bearing on the acquisition of popular support. Given the land grievances, economic inequalities, and psychological identity crisis, Israeli Arabs appeared to be a potential source of support for a strong Palestinian national liberation movement.
