A special group of antiterrorist police was dispatched from Oslo to Bergen, while the Bergen police sought to negotiate. The Norwegian authorities have been examining for some time in a series of studies the security problems related to the waters off the coast of Norway. Officials familiar with the work of the committee say that the primary responsibility for the security of the installations rests with the oil companies. The Dutch became alarmed about the security situation when they discovered that many workers in their gas installations were Palestinians. Vredeling, however, got the discussion off on the wrong foot by proposing that NATO take responsibility for defense of the oil rigs. There has also been a certain amount of bilateral consultation between Norway and the United Kingdom, which is unenthusiastic about multilateral cooperation on such matters. There have been some preparations, both nationally and internationally, but they are far from adequate.
