President Sukarno used sport to create an atmosphere for his leadership of non-aligned and "newly-emerging" states. He tried to galvanize his people in opposition to the existence of neighboring Malaysia and to the domination of Southeast Asia by those countries which had colonized much of it in centuries. Sukarno, rather than being cowed, took the offensive. He called for a new sport organization which would represent the emerging states of the world. The International Olympic Committee and the Asian Games federation had sparked Games of the Newly Emerging Forces in the first place by attempting to punish Indonesia for keeping Asian Games member states out of Djakarta in 1962. The politics of Latin American sport have been different than Asian sport because of the political, economic, and geographic presence of the United States. The public nature of sport turned the Games into an intense struggle for victory and prestige between Cuba and the United States.
