Los Angeles brings other considerations to mind. While Moscow was embarrassed by the turmoil surrounding the 1980 Olympic Games, it is far from clear that the Soviets will respond with a boycott of the Los Angeles Olympics. Harry Edwards, and others involved in the abortive attempt to organize a black boycott of the 1968 US Olympic team might see Los Angeles as an opportunity to try again. The US, as Olympic host, would be especially vulnerable to any significant boycott effort, both in terms of team quality and international publicity. Hollywood’s second chance for Olympic celebration is also a potential site for demonstations by those favoring Puerto Rican Olympic and political separation from the United States. Puerto Rico, as one of the few sub-state Olympic actors, gains a special sort of political legitimacy from Olympic participation. The 1980 Olympic boycott has triggered repetition of most of the reform suggestions periodically raised regarding the Olympic Games.
