ABSTRACT

The irrigation system managed by the SY FLIA is in the northern part of South Korea, a few hours by car or bus from the capital. Its total irrigated area is just over 11,000 hectares, making it amongst the largest five percent of FLIAs in terms of area. This chapter describes the area, the irrigation facilities, the structure of the organisation, and its budget. It considers the principle functions performed by the FLIA: the operation of the water delivery (and drainage) system, maintenance of the same, and agricultural extension. Rice yields in the SY area are about the same as the national average of 5 tons per hectare (1977), and higher than the provincial average of 4.8 tons per hectare in the same year. Chemical fertiliser application runs at 450 to 750 kilograms per hectare; plus an estimated 6 to 8 tons of non-chemical fertiliser. For its irrigated area of 11,200 hectares, SY FLIA has a total staff of 286.
