163The previous chapters gave information about the general nature of FSR&D, how the process operates, and how to conduct FSR&D activities. With this background, the reader should be able to consider whether or not an FSR&D approach will interest a country's leaders. These leaders and their advisers will probably want to consider a number of issues that relate to the country's progress in its research and development efforts for small farmers. Therefore, in this chapter, we present issues on development policies, farmers' needs, personnel and organizational capacities, FSR&D's comparative costs, and related issues.
