ABSTRACT

After the October Revolution in Russia, Lenin summed up the positive and negative experience with war-time socialism and the New Economic Policy, and pointed out that commodity and money relations would exist for a long time in the socialist period. The criteria to evaluate the superiority of ownership systems lie primarily in which can facilitate improvement of social productive forces and labor productivity, and produce the highest economic returns. The existence of some semi-socialist or nonsocialist economic elements is not going to affect the dominant position of the socialist economy. Capitalist countries treat free competition as the motive force for economic development. Beijing, Tianjin, and other places also have successful experience with joint operations and organizing companies as a means to reform the industrial economic structure. In the course of historical evolution of the commodity economy, a large number of large, medium, and small cities have sprung up to serve as centers for economic linkages.
