ABSTRACT

China's First Five-Year Plan to build socialism was started in 1953. In the First Session of the Eighth National Party Congress in 1956, comrade Zhou Enlai announced the proposed Second Five-Year Plan. At the end of the Second Five-Year Plan, none of the departments of the national economy reached the targets of the proposed Second Five-Year Plan. In the first few years of the Fourth Five-Year Plan, Premier Zhou Enlai proposed to criticize extreme Left thought. In 1975, comrade Deng Xiaoping assisted Premier Zhou Enlai to thoroughly implement Chairman Mao Zedong's instruction relating to building up the economy. During the three-year "Great Leap Forward" and five-year adjustment, the following changes took place in the proportional relations among agriculture, light industry, and heavy industry After 1966, Lin Biao and the "Gang of Four" abused the leadership power which they usurped during the "Cultural Revolution" to fan up a wholesale civil war.
