ABSTRACT
China's First Five-Year Plan to build socialism was started in 1953. In the First Session of the Eighth National Party Congress in 1956, comrade Zhou Enlai announced the proposed Second Five-Year Plan. At the end of the Second Five-Year Plan, none of the departments of the national economy reached the targets of the proposed Second Five-Year Plan.
