ABSTRACT

The basis of planning revolves around the inherent rights and interests of the society as a whole to direct and control the use of land and water for the benefit of all, even when individual rights are thereby limited. "The New Jersey Pinelands, a million-acre forest expanse in the midst of the country's most densely populated region, have finally been recognized as one of the nation's premier environmental treasures." The Pinelands is to be managed by a combination of different governmental powers and prerogatives, with limited outright purchase accompanied by heavy reliance on the restriction of private rights. Private land is categorized into seven management types in an attempt to accommodate private use that is considered compatible with the long-range protection of natural resources. Programs of public acquisition of seashore lands and of scenic mountain lakes have not been able to keep pace with the rising demand for recreation space.
