The committee collected materials and statistics, took evidence, and then resiled from its stand on the Delhi proposals. The Nehru report was published but it was a proposal and had to be submitted to the All-Parties Conference for a final decision. It was decided to call a convention to be held at the same time as the annual session of the Congress in Calcutta. Jinnah returned to India in October, 1928. Soon after his arrival he issued a press statement in which he appealed to both Hindu and Muslim leaders to show goodwill and unity and said that he would make an effort to have the Nehru report amended to bring it into harmony with the Delhi proposals. The Muslim League decided to call its session also for Calcutta in December, 1928, so that delegates could participate in the All-Parties Conference.
