ABSTRACT

Even before Gandhi's return from London, Pandit Jawaharlal Nehru had decided to start a non-tax movement in connection with a local matter in the United Provinces. The viceroy immediately promulgated an ordinance forbidding this and signed an order for Nehru's arrest. The government banned the Congress and started to meet the challenge with full force, Gandhi was arrested on January 14, 1932. The conference resolution was reworded to say that the announcement should be made by the end of June. If the prime minister had not acted by then the Working Committee of the conference would design a plan for direct action. On May 8, 1932, Gandhi announced a 21-day fast for the purification of his soul and the government obliged by freeing him. The Congress was able to shift from civil disobedience to electioneering as they did after the first movement. Even the second movement was ended in order to take constitutional steps at London.
