ABSTRACT

The new constitution of India was enacted as the Government of India Act, 1935. However, only that part of the act which pertained to the provinces and their autonomy was to be enforced immediately. Elections at the provincial level were a preliminary to the implementation of provincial autonomy. In the Punjab a sharp difference of opinion arose between Jinnah and Sir Fazl-i-Husain. The differences between Sir Fazli and Jinnah were at root Jinnah's giving preeminence to independence and Sir Fazli's emphasis on the opportunities presented by provincial autonomy. In the beginning of 1936, Jinnah made preparations for an election campaign of the Muslim League on his program. On April 1, 1936, Sir Fazl-i-Husain inaugurated the reorganized Unionist Party at Mamdot Villa in Lahore and set up a regular secretariat. Fazli asked Jinnah what he would do if the Muslims supported Fazli's plan and the League won only a few seats.
