C. Rajagopalachari continued dilligently in his efforts to bring about a settlement between the Congress and the Muslim League within the framework of the Lahore resolution. Rajaji gave the plan to Jinnah on April 17, and told Quaid-i-Azam Jinnah that Mahatma Gandhi had endorsed it. Jinnah pocketed the formula and did nothing for some time. The League could at most demand parity between the Congress and the League or between Hindus and Muslims. The viceroy tried to find a means for settlement. For example, he proposed that the fifth Muslim member be someone who was acceptable to both the League and the Unionists. The League could at most demand parity between the Congress and the League or between Hindus and Muslims. The defense portfolio would remain with the commander-in-chief but, excluding the viceroy himself and the commander-in-chief, the council would be Indian and the number of caste Hindus and Muslims would be equal.
