When the Muslim League took the path of direct action on July 27, and announced its rejection of the constitutional plan, the Congress leaders suddenly changed their mind. The Congress leaders were willing to go along with the viceroy's conditions under the new circumstances. The Maulana tried to convince the viceroy that, from his personal viewpoint, the interests of the Muslims would best be served by ending the delay and forming a strong national government, This was necessary to maintain peace in the country. Quaid-i-Azam Jinnah felt that it would be harmful from the standpoint of the Muslim League to leave the Interim Government in the hands of the Congress alone.
