ABSTRACT

The non-cooperation movement was mandatory for Muslims under the fatwa of the ulema but little thought had been given to the political consequences of a religious imperative. There had been a number of interesting changes in the Muslim political line up. A number of Muslims had developed political ideas which were rooted in religion, Muslim nationhood and the international aspects of Islam. They were in the front rank of the Khilafat movement. By coincidence the election tribunal passed its judgment on Raja Ghazanfar Ali's petition on the very day that the League session opened in Lahore. Counsel for Bahawal Bakhsh was Malik Barkat Ali. The Maulana's prestige as president of the Congress, his towering personality and his spellbinding oratory, all these combined to impress the audience. In the Punjab or Bengal, the Muslim majority is only 55% or 56% but the Muslims do not grudge concessions to minorities in each province provided the overall Muslim majority is not disturbed.
