ABSTRACT

This chapter focuses on how the optimum control system for a particular macroproject is determined. It describes how these features of the owner/ project management contractor relationship impact the way a macroproject is organized to manage and control the development phase. The decision to establish a formal control system as well as to determine how extensive that system should be depends upon who has been selected to develop the project and what their commonality is with respect to the goals and perspectives of the owners. Project management expertise may be provided by any of a number of qualified sources including the owners themselves, or international design/construct firms. An effective project management capability serves the function of providing an "early-warning" system. Many observers who admire the excellent project control exhibited by the US space program wonder why the same level of expertise cannot be brought to bear on Third World macroprojects.
