ABSTRACT

The formal rewards consist of advancement in grade and salary, and these are contingent on the quality of an official's work, on his seniority and, on some other things as well. Informal rewards include prestige, autonomy in doing one's work, illicit income from various sources, the satisfaction that comes from public service, and the security of a civil service career. There are five grades which are in ascending order the fourth, third, second, first, and special grades. Officials seek advancement in any organization, but in the Thai civil service advancement is particularly important because of the inadequacy of salaries in the lower grades. A study by the Civil Service Commission of Thailand indicated that the salaries of officials were smaller than their expenses in every grade below the first grade even when the fringe benefits to which officials were entitled were included in the analysis. Civil service salaries and fringe benefits are quite low.
