ABSTRACT

The general, substantive recommendations offered far reflect the current “state of the art” of information management. Very little analysis of the techniques of information management has been completed and less has been experimented with. The White House should recommend that both the value/burden calculus and the comparative agency analysis techniques be considered by the appropriate assistant secretaries in the federal agencies as ways to streamline their information practices to make them more effective. The resulting figures should be analyzed with the aim of developing criteria for the appropriate burden levels for different agencies. Program evaluation is an important and useful tool for increasing the efficiency and the effectiveness of the federal government. In order to contribute to a positive value/burden assessment, the following recommendations are made. One, federal executive agencies and the General Accounting Office should set aside funds to determine the effects general purpose programs are having on specific social objectives as mandated by Congress and the executive branch.
