Decisions of the committee that developed the evaluation procedures should become the contents of the handbook. Consideration should be given to developing some form of audiovisual presentation to use in introducing the evaluation program, such as a slide-sound or videotape presentation. Once the program is in operation, it is necessary to hold, more or less on a continuing basis, in-service meetings to enable both evaluatees and evaluators to deepen their understanding of the process and improve their skills in fulfilling their roles. A new orientation toward personnel evaluation is essential. It has to become a positive process, and it must serve able and effective teachers as well as meet the needs of the less successful. Evaluators have to modify their conceptions about the evaluation process and develop different kinds of skills from those conventionally used when evaluation is basically an inspectional and rating process.
