ABSTRACT

The philosophy of winner-take-all deserves elimination from the conduct of leaders at all levels in the state. The availability and choice of sound leadership in the country is of pivotal importance. While it is undeniable that civilian leaders on independence played a vital role in the decolonization process and the emancipation of Africa, it is equally clear that having attained this independence, a good many became corrupted by power, especially absolute power. Generally speaking, one can discern several reasons, operating singly or in various combinations, that explain why leaders may seek to remain in power indefinitely or for life. Once there is good will and the principle is conceded, a formula would always be worked out. If the state is large and wealthy, such as Nigeria, then a federal constitutional structure seems imperative, as all its rulers have agreed.
