ABSTRACT

This chapter is based on a highly pragmatic assumption—information systems should vary with the circumstances. It introduces the logic behind each, and compare the trade-offs among them. In countries where the public sector has very inadequate or rudimentary collections of information, surveys of existing conditions can be particularly enlightening. The monitoring process also is necessary to examine the management system and specifically the kinds of incentives that exist for managers and other project members to carry out their work. Ideally a project will be designed to determine the causes and effects, and therefore thinking ahead about evaluation is an integral aspect of the original design. Analyses of the evaluation component in the Programa de Inversiones para el Desarrollo Rural project in Mexico came to this conclusion.
