ABSTRACT

Government initiative has focused on development planning, a sizeable amount of state enterprise, and the provision of generous investment incentives. The inability of the Sudan to achieve development plan objectives would suggest that goal formulation has been somewhat less than scientific. State activities become too extensive, overburden government machinery, and lead to public dissatisfaction. Agricultural expansion and investment resulted in significant gains in output, cultivated acreage, and application of modern agricultural methods. Agricultural output increased more rapidly than population and new products were introduced on a large-scale basis. Gains achieved in the manufacturing sector resulted in broadening the economic base and diversifying the domestic economy. Development planning in the Sudan has as its objective attainment of a maximum level of investment expenditure consonant with efficiency in its sectoral and regional allocation.
