ABSTRACT

This chapter gives a detailed account of the development of long-term care insurance (LTCI) in Nantong. It evaluates the outcomes of LTCI in terms of five criteria: utilization of medical resources, cost, equity, quality of care, and financial sustainability. It finds that the government needs to build and grow its pool of professional elder care workers so as to meet the growing demand for long-term care, introduce more comprehensive home care service packages, develop a pay range pegged to the level of certification elder care workers received, and establish an LTCI funding system that can be independent from the medical insurance system. Further, a volunteering system that promotes time banking should be promoted in the city.
