ABSTRACT

This chapter gives a detailed account of the development of long-term care insurance (LTCI) in Shanghai. It evaluates the outcomes of LTCI in terms of five criteria: utilization of medical resources, cost, equity, quality of care, and financial sustainability. It finds that there is room for improvement in the quality of long-term care (LTC) services, the financial sustainability of LTCI, and the care for people with dementia. It suggests the Shanghai government learn from the experiences of Germany, Japan, and the Republic of Korea to facilitate fair distribution of LTC services to people in need, increase the supply of elder care workers, and enhance their level of competency. Further, the use of smart devices should be promoted to improve the quality of home care.
