Muslims’ general condition was similar to that of SCs/STs and with respect to some indicators it was even worse. To check the ever-worsening condition of Muslims and improve it, the GoI started some schemes and programmes and built some institutions. The annual budget of a country reflects the government’s policies and priorities. Several political parties and Muslim organizations have demanded from the government to prepare a sub-plan for minorities. The government has to muster the will to politically admit the cumulative neglect and discrimination which has held back the largest minority. The government has to first admit the socio-economic deprivation of Muslims and then muster political courage to start interventions which could directly target Muslims. The present Parliament has the lowest number of Muslim MPs, therefore, the chances of adopting Muslim concentration villages are very low. Also, there is no communication from the government to adopt Muslim concentration villages.
