The final report of the RMC was submitted to the government in May 2007, but it was not tabled in the Parliament until it got leaked in the media. The government claimed that it implemented the RMC recommendation and thus created the sub-quota. The RMC states, ‘The caste is in fact a social phenomenon shared by all most all Indian communities irrespective of their religious persuasions.
