ABSTRACT

The wise land policy followed in the Malay States has been one of the chief factors making for their present and future prosperity; it has also contributed very largely to the contentment and prosperity of the Malays themselves. All land let to private enterprise is surveyed by the Government Survey Department. Its occupation, whether temporary or permanent, for mining, building or agriculture is regulated by the Land Enactment, the Mining Enactment and the Registration of Title Enactment. Land may be granted in perpetuity, yet it is not freehold, as such grants are subject to the Land Enactment as well as to any conditions laid down in the grants themselves. Under the Land Enactment of 1911 distinctions are drawn between country, town and village land, and between large and small allotments. Land suitable for wet rice cultivation can only be alienated for that purpose.
