ABSTRACT
If we ask what kind of economic institutions will best serve the purposes of the community, two points of departure immediately suggest themselves. One is to inquire: what have been the great failures and successes of public enterprise and private enterprise respectively in recent times? A second is to ask: what kind of an economic world do we in fact live in and what institutions are most likely to enable us to make the best of that environment?
