[401/1] Before leaving this mighty and powerful Empire it seems right to make good my promise by giving some account of the despotic government of this monarchy, of which the Emperor is lord paramount over his vassals, or to put it more correctly his slaves, without reference to any laws, all depending upon his personal wishes and judgment.
