ABSTRACT

Lord William Montagu Hay (1826–1911) was a Liberal member from the Haddington District. He is very graphic in describing individual instances of starvation, stating ominously that these instances occurred while the Viceroy was claiming there was no famine. G. N. Barlow comes out of this disaster as the only British civil servant to have understood that famine was at hand, and, though on a low level in the chain of command, he repeatedly requested that his superiors supply grain to the starving.215
