ABSTRACT

The Honshu-Shikoku Bridge project involves the construction of three sets of bridges at a total cost of ¥3.3 trillion. Construction of the Akashi-Naruto route began in 1976 after a simple environmental assessment was performed under the supervision of the EA. 1 Construction on the Onomichi-Imabari route began in 1977 and on the Kojima-Sakaide route in 1978. The Kojima-Sakaide route opened in 1987 and the two other routes are expected to open in 1998–9. This case study examines the EIA process for the central Kojima-Sakaide route only. The route has a total length of 37km and is expected to cost about ¥1.1 trillion. Figure 10.1 shows the three routes.
