ABSTRACT

The six-lane Trans-Tokyo Bay Highway (TBH), when completed, will be 15.1km long (10.1km bridge and 5km tunnel), and will connect the cities of Kawasaki and Kisarazu (see Figure 13.1). Construction began in 1988 and will take ten years at an estimated cost of ¥1.15 trillion. 1 Under article 3 of the TBH Special Law, the Japan Highway Public Corporation (JHPC) is responsible for planning the highway and for preparing its EIA.
