ABSTRACT
As the last decade of the twentieth century begins its course, the international community is preparing for the 1992 UN Conference on Environment and Development. Twenty years after the first conference specifically devoted to the environment, the Stockholm Conference, the subject seems, at last, to be firmly established on the international political and economic agendas.
