ABSTRACT

This chapter explores employment criteria for teachers in public schools, including eligibility and certification requirements, along with working conditions, probation, evaluation, and tenure processes. The grounds for which tenured teachers may be dismissed are examined in detail, from incompetence and inefficiency to insubordination and neglect of duty to posing a threat or being a poor role model for students, along with the due process rights of teachers facing disciplinary action. Work stoppages, collective bargaining, and the rights of union and non-union members, including the right to opt out of agency fees, are also considered.
