ABSTRACT

This chapter follows the intensive institutionalization period (2002-2007) and shows how the new emergency management organizational field entered a more settled state by 2012. The year of 2012 also marked the beginning of the next leadership transition from Hu Jintao-Wen Jiabao’s administration to Xi Jinping-Li Keqiang’s. Taking into account the timeline and prominent aspects of field formation from the previous chapter, this chapter concludes with discussing the institutional context through which the genesis and stabilization of the field was rendered possible so quickly. The discussion highlights the role of the State Council, as well as the established network of organized actors and individuals that were already advocates or seasoned practitioners of disaster management. As incumbents, they formed the core of the establishment and were critical to the field’s development.
