ABSTRACT
This chapter describes the legislative framework for the response to a pollution incident in the US. It contains an extensive discussion of the National Contingency Plan and the National Response System and the operational response phases for oil and hazardous substance removal, amendments enacted under the Oil Pollution Act of 1990 dealing with vessel response plans for tank and non-tank vessels, the Incident Command and Unified Command Structure and the Preparedness for Response Exercise Program.
